Localization Guidelines
Guidelines for Localization of UNSCR 1325: Nepal and Sierra Leone
The Localization of UNSCR 1325 and 1820 program engages key local actors in the implementation of UNSCR 1325, 1820 and the supporting resolutions in local communities. The program brings together local authorities, such as provincial governors, mayors, vice mayors, district councilors, community leaders, paramount chiefs, tribal leaders and traditional leaders, religious leaders, local police forces, women leaders, teachers, and other key local actors to analyze UNSCR 1325 and 1820 National Action Plans (NAPs). Collectively, these local actors identify provisions of NAPs most relevant to their local communities. The NAP provisions determined most relevant are then formulated as local legislation (by-laws) and integrated into community development plans.
The Localization of UNSCR 1325 and 1820 program has two components: 1) the convening of local authorities and other key local actors to formulate local legislation (or recommendations for these) and integrate UNSCR 1325 and 1820 into community development plans; and 2) the production of Guidelines for Localization of UNSCR 1325 and 1820. The guidelines will serve as a regular reference for local authorities in integrating the NAP 1325 and 1820 into community development plans. They will be produced in local languages are aimed at ensuring sustainability of the Localization of UNSCR 1325 and 1820 program beyond GNWP’s direct involvement.
Guidelines have been produced in Nepal and Sierra Leone. In Burundi a draft is currently being field tested.
