Delay in development or implementation of national or government strategies, policies, and frameworks on peace and security

The COVID-19 crisis has profoundly impacted the efforts to build and sustain peace. In many countries, the implementation of national or government strategies, and frameworks on peace and security has been curtailed, interrupted, or delayed. 

In Iraq, the adoption and implementation of the second National Action Plan on UNSCR 1325 has been delayed due to COVID-19. Several civil society members in Iraq advocate for using the NAP as an instrument to guarantee women’s participation in COVID-19 crisis response and recovery. In Azerbaijan, civil society has expressed concerns that the COVID-19 crisis will lead to a delay in the adoption of the NAP on UNSCR 1325 and the fulfilment of the government’s obligations under the WPS agenda. Prior to the outbreak of the pandemic, the government has agreed to work together with the civil society to finalize and adopt the NAP. However, there have been no updates on the process since the beginning of the COVID-19 outbreak.
